Call for Proposals: Review KPIs and support in development of handbook for managers

DVV International is the Institute for International Cooperation of the Deutscher Volkshochschul-Verband e.V. (DVV), the German Adult Education Association. DVV represents the interests of the approximately 900 adult education centers (Volkshochschulen) and their state associations, the largest further education providers in Germany.
As the leading professional organization in the field of adult education and development cooperation, DVV International has committed itself to supporting lifelong learning for more than 50 years. DVV International provides worldwide support for the establishment and development of sustainable structures for Youth and Adult Education.
The program of DVV International is financed by Germany’s Federal Ministry for Economic Cooperation and Development (BMZ). The current funding period is from 2024 to 2026.
DVV International seeks appropriate candidates to review the Key Performance Indicators (KPIs) and its related tools, develop a comprehensive concept of implementation, and support the development of a handbook for managers of Adult Learning and Education (ALE) centers. 

Curriculum institutionALE (CI) is a framework for the organizational development of adult education institutions. It was developed to guide the staff of DVV International worldwide. Curriculum institutionALE offers basic elements for defining goals and criteria for the capacity development of adult education institutions, for collecting reliable baseline data, for designing and implementing the capacity-building process, and for assessing progress. In Jordan, KPIs were developed based on CI in an interactive process with partners of DVV International Jordan. A summary of the KPIs was published in a booklet. Furthermore, additional assessment tools were developed over the years.

Curriculum managerALE (CM) is a modular competency-based curriculum for managers of institutions of adult learning and education. Its content has been carefully selected so that it can be implemented in different cultural and social contexts, even in geographical locations with minimum teaching facilities, to provide managers with the necessary components of competencies for effective management. In Jordan, elements of the CM were introduced in 2023 for the preparation of the new partner organizations that DVV International Jordan is cooperating with starting in 2024. Until today, no additional material or tool has been developed based on CM in Jordan.
